Resolution subsequent to results of the round table entitled

(“Lifelong education for sustainable development”),
held within the grant
“Lifelong education without dimension:
opportunities in the Russian-European integration (LED)”

The strategy of education development following the requirements of the federal law "On education in the Russian Federation", RF governmental programme "Development of education between 2013-2020", the federal earmarked programme of education development between 2016-2020 should facilitate a sustainable and balanced development of the economics’ innovation model and the country’s social sphere. Strategic trend for development of educational institutions in these conditions is the development of a flexible and differentiated system of training that meets the requirements of the labour market and economy of sustainable development.

The development of the system of lifelong education for sustainable development is directly related to basic documentation adopted by the international community at the UN world summit on environment and development in Rio de Janeiro in 1992. It was then that the leaders and governments of the world agreed that "education is a decisive factor of change", change for the better, change for a sustainable and prosperous future.

The problem of lifelong education is especially relevant for Russia with its huge territories and concentration of research centres in major cities, and its significance will be increasing as economics and population migration develop.

Following the results of the round table "Lifelong education for sustainable development", we propose a set of recommendations on development of the system of lifelong education for sustainable development:

– to facilitate the implementation of the strategy of development of lifelong education within the concept of sustainable development, to encourage the creation of a unified educational environment and convergence of education systems between the EU and the Russian Federation;

– to expand international, regional and national associations and networks involving a wide range of participants, including universities and civil society in support of programmes of lifelong education for sustainable development;

– to broaden co-operation in the field of formal, informal education, and to ensure consistency of educational programmes of lifelong education at national, European and global levels while understanding and taking into account the role of national cultures and traditions;

– to foster academic mobility of students, teaching staff occurring within network interactions of lifelong education with universities of the European community;

– to ramp up scientific research into development of lifelong education, to develop organisational forms and to expand the range of interactions between scientific and educational structures, running appropriate educational programmes;

– to develop a system of financial (scholarships) support for programmes of lifelong education, aimed at qualitative acquisition and distribution of European and Russian experience;

– to ensure equal access to quality lifelong education for all categories of population regardless of their place of residence, incomes, sex, religious and other differences, through the creation of a coherent system of interaction between subjects of education at all levels and types, improvement and adjustment of programmes of preschool, primary, secondary, higher and postgraduate education;

– to foster socialisation of citizens and improve the quality of life by enhancing educational and cultural level of the adult population, including persons with special needs and disabilities;

– to include in the curricula of all core and additional educational programmes disciplines that shape the students' competence in the field of sustainable development, and contribute to the development of varied educational programmes;

– to facilitate the development of information support for the dissemination of educational programmes and to use modern communication technologies and mass media in order to implement the concept of lifelong learning for sustainable development;

– to contribute to the strengthening and development of corporate culture, maintenance of high prestige and business reputation of professional and pedagogical communities on the basis of respect for fundamental ethical principles and Codes of professional ethics.

Therefore, the brisk growth of lifelong education due to global trends of the modern market, an objective necessity in permanent acquisition of new knowledge, as well as improvements in information technologies will enable us to create a balanced and sustained model of lifelong education that will ensure a sustainable development.
